Il existe dans les zones où au moins un ménage sur cinq souffre ou est très susceptible de souffrir d’un manque extrême de nourriture. Des niveaux d'inanition, de décès, de dénuement et de malnutrition aiguë critiques sont manifestes ou risquent de le devenir. Une mortalité importante directement imputable à des états d'inanition évidents ou aux interactions entre la malnutrition et la maladie est présente ou risque d'apparaître.
